On April 15, Nanjing University, Belarusian National Technical University, Sinomach Digital Co., Ltd., and the Nanjing Qixia High-Tech Industrial Development Zone signed an agreement in Minsk, the capital of Belarus, to jointly establish the China–Belarus College for Excellent Engineers (hereinafter referred to as the "College"). The signing ceremony was held at the Great Stone China–Belarus Industrial Park (hereinafter referred to as the “Park”).
Distinguished attendees included Zhang Wenchuan, Ambassador Extraordinary and Plenipotentiary of the People's Republic of China to the Republic of Belarus; Pochebut Andrei Aleksandrovich, Director of the Department of Higher Education of the Ministry of Education of the Republic of Belarus; Zhou Zhihua, Vice President of Nanjing University and Academician of the Chinese Academy of Sciences; Nikolaichik Yuri Alexandrovich, Vice President of Belarusian National Technical University; Lebedyantsev Alexander Vasilievich, First Deputy Director of the Administrative Committee of the Industrial Park; Xing Kai, Deputy General Manager of Sinomach Digital Co., Ltd.; and Liu Jiadan, General Manager of Sinomach Belarus Co., Ltd.

Zhang Wenchuan noted that China and Belarus share a profound friendship and a solid foundation for cooperation. The signing and establishment of the China–Belarus College for Excellent Engineers represent an important measure to implement the guiding principles of the Fourth Plenary Session of the 20th CPC Central Committee and to advance the integrated development of education, science and technology, and talent cultivation. It also marks a significant milestone in bilateral cooperation in education and science and technology. He hopes that this cooperation would serve as a new starting point to further deepen comprehensive collaboration between the two countries across education, science and technology, talent development, and industry, and to provide fresh momentum to the sustained growth of the China–Belarus all-weather comprehensive strategic partnership.
Zhou Zhihua stated that the joint establishment of the College is an important initiative by Nanjing University to deepen international cooperation and advance the integration of industry and education. He hopes that the College will serve as a bridge to further strengthen collaboration between China and Belarus in talent cultivation, scientific research, and faculty and student exchanges, thereby consolidating the friendship and promoting deeper integration of science, education, and industry between the two countries.

Nikolaichik Yuri Alexandrovich stated that the College will become a new benchmark for cooperation between the two countries in higher education and high-level talent cultivation, and will effectively promote advanced technologies transfer and teacher-student interactions.
Lebedyantsev Alexander Vasilievich noted that the establishment of the College will further deepen pragmatic cooperation between the two countries in education, industry, and science and technology, and will provide a broader platform for cultivating highly qualified engineering and technical talents.

Xing Kai stated that Sinomach Digital Co., Ltd. will leverage the strong industrial foundation and advantages of the Sinomach Group to fully support the College, and promote the deep alignment of talent cultivation with industrial needs, engineering practice, and technological innovation.

Wu Dan, Deputy Director of the Administrative Committee of Nanjing Xianlin University Town, noted that Qixia District of Nanjing will continue to provide policy support, platforms, and resource guarantees for the College, facilitate precise alignment between educational provision and industrial demand, and build the project into a model for China–Belarus cooperation in science, technology, and education.

Zhou Zhihua, Nikolaichik Yuri Alexandrovich, Xing Kai, and Fang Kun, Director of the Administrative Committee of the Nanjing Qixia High-Tech Industrial Development Zone, signed the agreement. The signing ceremony marks a new step forward in engineering education cooperation between China and Belarus, and accelerates the international outreach of China's standard accreditation for excellent engineers, as well as the overseas development of China's key industries.

The China–Belarus College of Excellent Engineers is the first overseas college of its kind in Europe jointly built by Chinese universities and enterprises, as well as the first to involve the participation of a local industrial park. The College pioneers a new model on the the Belt and Road Initiative, featuring university–enterprise collaboration with the involvement of local industrial parks. It explores new approaches to advancing high-level international university–enterprise cooperation and the integrated development of education, science and technology, and talent cultivation. It will play an important role in promoting China's model for cultivating outstanding engineers and bringing Nanjing University's distinctive "AI+" talent development approach to the global stage.

Representatives from the Embassy of the People's Republic of China in the Republic of Belarus, the Ministry of Education of the Republic of Belarus, the Jiangsu Education Department, Nanjing University, Belarusian National Technical University, China National Machinery Industry Corporation, and Qixia District of Nanjing attended the event.
