On January 31, the second plenary session of the Twelfth Committee of the Communist Party of China at Nanjing University was held on Xianlin Campus. The meeting was presided over by Tan Tieniu, Chair of NJU CPC Council and Academician of the Chinese Academy of Sciences (CAS), who delivered a report titled "Planning and Advancing Continuously for a New Journey." Tan Zhemin, Vice Chair of NJU CPC Council, President of NJU, and Academician of the CAS, attended the meeting.
The main task of the meeting was to adhere to Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, thoroughly study and implement the spirit of the 20th National Congress of the CPC and the plenary sessions of the 20th Central Committee, Xi Jinping's important discussions on building a leading country in education, and the spirit of his important reply to NJU young scholars returning from overseas. It aimed to fully implement the spirit of the Twelfth Party Congress of NJU, systematically summarize the past three years of the "Forging Ahead Initiative", especially the work in 2025, deeply analyze new situations and requirements, plan the "15th Five-Year Plan" development, comprehensively deploy key tasks for 2026, and unite and lead all faculty, staff, and students, and advance continuously to accelerate the construction of a world-class university with Chinese characteristics.
In his report, Tan Tieniu pointed out that 2025 is the final year of the "14th Five-Year Plan" and the first phase of the "Forging Ahead Initiative." Over the past five years, especially during the three years of "Forging Ahead Initiative", the university's Party Committee has united and led all faculty, staff, and students to successfully complete the main goals and tasks of the "14th Five-Year Plan" and "Forging Ahead Initiative." NJU's various educational undertakings have steadily developed, and its comprehensive competitiveness and social influence have significantly improved. Practice has proven that building a world-class Nanjing University with Chinese characteristics requires adhering to Party leadership, flag guidance, demand orientation, people-centeredness, reform and innovation, proactive actions, and pragmatic efforts, turning ideals and visions into beautiful realities step by step.
Over the past year, the university's Party Committee Standing Committee has focused on three key tasks and ten areas of work. Meanwhile, current work still faces some problems and shortcomings, requiring further strengthening of responsibility and mission awareness, a sense of responsibility and action, reform and innovation awareness, pragmatic action awareness, overcoming difficulties awareness, and unity and cooperation awareness, with greater determination and stronger measures to break bottlenecks in emancipating the mind and solving difficulties in upholding integrity and innovation.
Tan Tieniu emphasized that it is crucial to grasp the new situations and requirements for building a world-class Nanjing University with Chinese characteristics during the "15th Five-Year Plan" period. The university's Party Committee has designated 2026 as the "Year of Continuous Improvement in Governance Capacity," determined to enhance governance capabilities to improve quality and efficiency in all work, focusing on enhancing legal governance capacity, collaborative governance capacity, smart governance capacity, and democratic governance capacity. All faculty, staff, and students should work together to achieve a good start for the "15th Five-Year Plan."
Tan Tieniu made specific deployments for achieving a good start to the "15th Five-Year Plan" through continuous advancement, and put forward specific requirements for comprehensively strengthening Party leadership and leading high-quality development with high-quality Party building. He emphasized that we must unite more closely around the Party Central Committee with Comrade Xi Jinping at its core, thoroughly study and implement the spirit of the 20th National Congress of the CPC and the plenary sessions of the 20th Central Committee, fully implement the decisions and deployments of the university's 12th Party Congress, write a new chapter of development with practical actions, forge new glory of the era with struggle, and accelerate the construction of a world-class Nanjing University with Chinese characteristics through continuous advancement, making new and greater contributions to comprehensively promoting the great cause of national strength and rejuvenation with Chinese modernization.
The attending representatives were divided into five groups to conduct in-depth exchanges and discussions around the work report and the "Resolution (Draft) of the Second Plenary Session of the Twelfth Committee of the Communist Party of China at Nanjing University." They fully affirmed the work of the university's Party Committee Standing Committee and the fruitful achievements of the university's educational undertakings. They engaged in heated discussions on topics such as strengthening Party building, scientific research and innovation, team building, talent cultivation, governance capacity enhancement, campus construction, resource expansion and coordination, and livelihood construction, proposing a series of targeted opinions and suggestions.
Zhang Yi, Dean of the Institute for International Students; Luo Wei, Director of the Inspection Office; Cao Chen, Secretary of the Communist Youth League Committee; Pan Jing, Deputy Secretary of the Discipline Inspection Commission; and Liang Chen, Dean of the School of History, spoke on behalf of the groups. They unanimously believed that Nanjing University is at a critical stage of deepening reform and overcoming difficulties. The work report has a high political stance, accurate direction guidance, and practical work measures, pointing the way for accelerating the construction of the "Unique Nanjing University" through continuous advancement. The attending representatives will promptly convey and thoroughly implement the spirit of the meeting, further enhancing their sense of responsibility and urgency, implementing tasks without compromise, advancing with vigor, and pursuing truth and pragmatism for effectiveness, demonstrating new actions and contributing new strengths in the new journey of building the "Unique Nanjing University."

In his concluding speech, Tan Tieniu pointed out that this meeting seriously reviewed and summarized past work, deeply analyzed the new situations and requirements facing the university's development, systematically planned key work for the coming year, achieving the effect of unifying thoughts, gathering consensus, strengthening confidence, and promoting implementation. He emphasized that 2026 is the opening year of the "15th Five-Year Plan," a crucial year in the three-year action plan for building an educational powerhouse, and a key year for implementing "Forging Ahead Initiative 2.0", accelerating the construction of a world-class Nanjing University with Chinese characteristics, and achieving breakthroughs. We must further strengthen flag guidance, accurately grasp the direction of continuous advancement, focus on scientific planning, draw a blueprint for continuous advancement, strengthen pragmatic actions, and stimulate the momentum of continuous advancement, uphold safety as the foundation, and consolidate the foundation of continuous advancement, pool wisdom, plan strategically, work pragmatically, overcome difficulties, and stride forward towards the goal of building a world-class Nanjing University with Chinese characteristics.
